Michelle Rubalcava
Ms. Rubalcava is a partner in the firm’s government law section.
Prior to joining Nielsen Merksamer, Ms. Rubalcava was employed as a Legislative Advocate for the County of Los Angeles. Ms. Rubalcava has over 25 years of extensive experience in and around state politics and as a health care attorney and legislative advocate. She has worked for distinguished legislators, such as, Senator Denise Moreno Ducheny and Senator Bryon D. Sher, and worked as a healthcare attorney for the California Medical Association during the implementation of the Affordable Care Act, one of the most dynamic times in the history of healthcare in this country.
Ms. Rubalcava was an appointee to the City of Sacramento’s Redistricting Citizens Advisory Committee, where she served as Vice-Chair, and was also appointed as a Delegate to the California Democratic Party
Ms. Rubalcava attended the University of California, Davis campus, where she earned her Bachelor’s degree in International Relations. She received her Juris Doctor from the University of the Pacific’s McGeorge School of Law in 2003. Ms. Rubalcava is a member of the California State Bar.
Ms. Rubalcava works on a variety of issues, including health care, environmental regulation, financial services, local government administration and services and the initiative and referendum process. She currently resides in Sacramento with her two children, Evah Natalia and Nicolás Andrés.
